There are a lot of better books on the practical studies of harmony, BUT this one is written by Peter Ilyitch Tchaikovsky, and that's a reason in it self, to buy the book.

Peter Ilyitch Tchaikovsky, wrote this book after his professorship at the Imperial Conservatory of Moscow in 1900.
Good Book
This is a great book for anyone wanting to understand harmony in theory or to just develop beter skills in composing harmonies.
Satisfyingly compact
At 137 pages this is a very slim book, especially given the breadth and depth of topics covered.
